resolves #15730

This pullrequest changes

OpenCVCompilerOptimizations.cmake - Set CPU_BASELINE to 'DETECT' for MIPS because not all mips machines support MSA. MSA option can be obviously enabled by compiling flags configured under platform/Linux/mips*.cmake. Currently msa is enabled for mips32r5 and mips64r6.
