This pullrequest changes

enable some tests for IE 2019R2 after #15139

Merge with extra: opencv/opencv_extra#647

There are three tests failed (perhaps, will fix in a separate PR):

[  FAILED  ] Test_TensorFlow_nets.EAST_text_detection/3, where GetParam() = DLIE/OCL_FP16
[  FAILED  ] Layer_Test_Halide/ReLU.Accuracy/13, where GetParam() = (-0.1, DLIE/MYRIAD)
[  FAILED  ] Layer_Test_Halide/Eltwise.Accuracy/38, where GetParam() = ([1, 4, 5], "sum", 1, false, DLIE/OCL)
[  FAILED  ] Layer_Test_Halide/Eltwise.Accuracy/146, where GetParam() = ([2, 8, 6], "sum", 1, false, DLIE/OCL)
