Summary:

Evidence after fix: the live proof forced stale in-memory routing with no delivery context, supplied fresh session routing with a real Discord channel target, logged [delivery] refreshed session routing before final delivery, sent one real Discord message containing marker ISSUE_83835_FINAL_REFRESH_760E7BE7, observed it in-channel, and cleaned it up. The returned delivery status was sent, attempted: true, succeeded: true, resultCount: 1.
Observed result after fix: stale/no-target routing no longer causes an immediate no-send final delivery failure when fresh session state has a valid target; the recovered path sends through normal durable Discord delivery exactly once.
What was not tested: a clean live artifact showing [Bug]: Discord progress failed state can persist across runs and suppress later final replies #83744's exact stale Discord failed-progress surface suppressing a later successful final reply was not captured.
