Regression (worked before, now fails)

Summary

Run openclaw skills list → shows excel-xlsx as ✓ ready (source: openclaw-workspace)
Run openclaw skills info excel-xlsx → returns "Skill not found"
Run openclaw doctor → shows "Eligible: 17" but agent tool list is empty
Agent cannot use any skills despite them showing as eligible
Expected: Skills should be usable by the agent
Actual: Skills appear ready but are not actually available to the agent
Config:
Added skills.load.extraDirs to openclaw.json
Skills are in ~/.openclaw/workspace/skills/
doctor shows "Eligible: 17, Missing requirements: 41"
