I'd like to take another look but I do think we should revert all lint changes, these are gonna cause unnecessary headaches later on

fix: move all /home/vault to /vault
*Prepare to EOL/Archive omgx_contracts
*Move dockers/envs to /ops - where possible
*Remove local dockers/envs from /packages/omgx/message-relayer-fast
*Re-enable docker-compose up --build --detach
*Confirm correct spin up of the optimism stack
*Remove message-relayer-fast
*Confirm unit/integration tests for the wallet stack
*Prepare for alternative approach (white_listing) for fast message relay
