Summary of the issue:

It is currently only possible to change the mouse text unit resolution using NVDA's mouse settings panel.

Description of how this pull request fixes the issue:

Adds a new script in globalCommands, not assigned to a gesture

Testing performed:

Tested changing the value using the settings as well as using the new gesture.

A command has been added to change the mouse text unit resolution (how much text will be spoken when the mouse moves), it has not been assigned a default gesture. (#9056)
