This PR reverts the timeout increase for system tests from 15 minutes back to 10 minutes. The timeout was originally increased in PR #19703 to accommodate system tests that were hanging due to issues introduced in PR #19683. Since PR #19714 has reverted the problematic changes, the increased timeout is no longer necessary.
