Steps to reproduce:

1. Load this into firefox:

data:text/html,<p>This is a test with text and buttons in a testing paragraph. This is a test. <button>Button label 1 with text</button></p>

2. Move to the beginning of the document and press f.

Actual behavior:

NVDA says Button label 1 with button

Expected behavior:

NVDA should say Button label 1 with text button
