Steps to reproduce:

1. Open input gestures.
2. observe the fact that most actions are enabled for all keyboard layouts, not just desktop layout, except in rare cases, and nvda+6, 2, 4 and 8 do this.
3. observe the new nvda+3 and nvda+9 keys, and how they are only supported in desktop mode, and the laptop equivs are in laptop only mode.

Actual behavior:

The desktop keys are only allowed in desktop mode.

Expected behavior:

The desktop keys should be enabled for all layouts to be consistent with other object nav keys.
