I also did this in #26222. I disabled the cygwin test using the actions interface. |

Note that the next Python cygwin will support is 3.12, so that should be good for a while. |

Drops support for python3.9 and moves a number of test jobs from python3.9 to 3.12.
Opening as a draft because this touches a bunch of CI jobs and will likely need some iteration to get working.
Also it looks like cygwin doesn't package anything newer than python3.9, so we can no longer run the cygwin tests if I touch
requires_python. See #26244 for a separate issue to discuss that.
