setup-node's registry-url writes an .npmrc line _authToken=${NODE_AUTH_TOKEN}.
With no NODE_AUTH_TOKEN env, that's _authToken= (empty), so npm sends an
empty bearer auth on PUT instead of letting OIDC take over → 404.
Bump to 1.1.2 to test the fix. Known issue: npm/cli#7141.
