Once again, great job on this UT, @jsolman.

Working perfectly with random fee as well.
I will add random fee to low priority as well.

Vish...I think it was just for the default_tx not for all.

@jsolman, maybe we can run a loop in this UT with 100 runs for example.
Ensure that it works for any combination of values.

Also, fell free to open a new one if you do not like this design.
