The msbuild tests passed, so I'm merging this. This can be better tested with the full roslyn update in mono. |

.. to get changes from mono/msbuild#130 which tracks dotnet `release/3.0.100-preview9`. Also, bump Roslyn to 3.3.1-beta3-19421-04 .
