The fixture setup scripts only recreated ui-lib for server-strategy, but webpack configs reference 5 shared packages. Also adds infer-strategy to fixture roots so its node_modules are recreated when missing. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
