I don't think we should require dev versions in
full-- even if you have an editable install for example they'll get overwritten which is not good. So this removes thehttps://github.com/...fromfull. It does add sphinx-gallery'sdevto CircleCI, though, since that way we immediately get nice new features when they land. But in general this does not break things for other devs stuck on the latest release.
