What changes are proposed in this pull request?

Modified .github/workflows/preview-comment.js to conditionally collapse the changed-pages section based on count:

  • <= 5 pages: Display immediately with bold header **Changed Pages (N)**
  • > 5 pages: Collapse in <details> expandable section

Before: All changed pages were always collapsed regardless of count.

After: Small change lists (<=5) are visible immediately, large lists (>5) stay collapsed.

How is this PR tested?

  • Existing unit/integration tests
  • New unit/integration tests
  • Manual tests

Verified with test scenarios: 0, 3, 5, and 8 changed pages. Confirmed correct rendering for both collapsed and non-collapsed cases.
