.github/workflows/preview-comment.jsto conditionally collapse the changed-pages section based on count:**Changed Pages (N)**<details>expandable sectionBefore: All changed pages were always collapsed regardless of count.
After: Small change lists (<=5) are visible immediately, large lists (>5) stay collapsed.
How is this PR tested?
Verified with test scenarios: 0, 3, 5, and 8 changed pages. Confirmed correct rendering for both collapsed and non-collapsed cases.
