What changes are proposed in this pull request?

Sync the latest upstream changes to OSS. This one has a greatly inflated filecount due to a new lint rule that enforces import of jest globals from @jest/globals, so basically every test file has been updated.

Aside from this, there are a couple of other notable features:

  1. Unified tagging modal
  2. Removal of <LegacyTooltip> in favor of <Tooltip>
