partial trace is trace that not all spans are exported

not all spans are exported

Does this mean they are still being exported? wonder how that happens. Not a blocker.

Yes. For example a trace has 10 spans, they may be exported async in parallel and traceInfo is created when the first span is exported. Then when we load spans for the trace, we may only find 5 spans in the Span table and this shows as in-progress trace.
