Background
Draft PR's is a feature that is currently only available on GitHub.com. This feature indicates that a PR is a work in progress and not yet ready to be reviewed in detail.

Solution
Adding this feature in VS Code would be beneficial so that users can create PRs earlier and continue to work on them incrementally over time. In addition, users can have the same experience with PRs as they do on GitHub.com.

This work includes being able to:

• create draft PRs
• view draft PRs
