Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.93.1, also happens in 1.94.0-insider.
• OS Version: Drauger OS 7.6 (based on Ubuntu 22.04 "Jammy")
• Desktop Environment / Window Manager: xfce4, Greybird-dark theme

Steps to Reproduce:

1. Make sure window.titleBarStyle is set to custom, bonus points if you have workbench.layoutControl.enabled also set to true.
2. Try disabling/enabling window.experimentalControlOverlay, it shouldn't matter and should always load the chrome/electron buttons.
3. For more annoyance, try going fullscreen. The controls should overlap with workbench layout controls. (if your buttons are on the right side.)
