Motivation and Context

Description

Based on the wait_skill.py

I implemented the WaitSkill by using Mono of Project Reactor.

After I executed the `mvn clean package -Pbug-check`, some source code structure was changed.

Does this test block for the full time? Can we use https://projectreactor.io/docs/core/release/reference/#_manipulating_time to avoid long running tests?

Modified to avoid long run testing times

Instead of 'create" method, I used 'withVirtualTime() method.

Modified to return the Mono.error when error occur instead of throwing the Exception.
