We were applying `additionalFileMatcher` not just to `filteredProjectSuites`, but also to `projectSuites`. `projectSuites` is where we take dependency projects from, though - so `--only-changed` led to empty dependency projects, resulting in the reported bug. The fix is to only apply `additionalFileMatcher` on `filteredProjectSuites`.
