Issue Description

The repository needs comprehensive tool configuration files for spell checking, linting, and security scanning. These configurations are required by scripts (Issues #5, #6) and workflows (Issues #10, #11) that will be added in subsequent PRs.

Files to add:

• .cspell.json and .cspell/ dictionaries (Azure, technical terms, acronyms)
• .markdownlint.json and .markdownlint-cli2.jsonc
• .gitleaks.toml and .checkov.yaml
• scripts/linting/PSScriptAnalyzer.psd1
• scripts/linting/markdown-link-check.config.json

Priority: Merge Priority 1 (Wave 1) - No dependencies, can merge in parallel
