Issue Description

The RPI agent's next-steps buttons currently display only numeric labels (1, 2, 3, or "all"). Users may not remember which task or next item each number corresponds to. Adding a short summary or hover-over tooltip text to each button would improve usability and reduce the need to scroll back for context.

Expected Behavior

Each next-steps button should include a brief description of the associated task — either as visible summary text on the button itself or as hover/tooltip text — so users can identify what each option represents at a glance.

Current Behavior

Buttons display only numbers (1, 2, 3) or "all" with no indication of what each number maps to.
