🐛 Problem

The FinOps hub deployment to Azure using the template fails when deploying to USGov Virginia

👣 Repro steps

• Deploy a new FinOps Hub instance in Government Cloud
• Set the location to USGov Virginia

🤔 Expected

Deployment succeeded

🔧 Environment

• FinOps hub version: v13
• Billing account type: EA (Enterprise Agreement)

Issue #1085 is nearly identical. It was fixed in PR #1182

The error message is as follows:
Error Message: ErrorCode=InvalidWorkflowTriggerRecurrence, ErrorMessage=The recurrence of trigger has an invalid time zone 'Universal Coordinated Time'.
