🐛 Problem

Redeployment FinOps Hub with Azure Data Explorer always request to deploy new one instead of referring to existing one

👣 Repro steps

1. Go to - https://microsoft.github.io/finops-toolkit/hubs#-create-a-new-hub, click on create new hub
2. Click on - https://portal.azure.com/#create/Microsoft.Template/uri/https%3A%2F%2Fmicrosoft.github.io%2Ffinops-toolkit%2Fdeploy%2Ffinops-hub-latest.json/createUIDefinitionUri/https%3A%2F%2Fmicrosoft.github.io%2Ffinops-toolkit%2Fdeploy%2Ffinops-hub-latest.ui.json
3. Scroll down to - During the FinOps Hub deployment encountered an issue for role assignment UAA(User access administrator), In our platform UAA role is restricted as we have RBAC admin role available. Explicitly assigned RBAC admin role and tried redeployment then existing Azure data explorer is not allowed to deploy instead prompted for new Azure data explorer deployment

Should able to redeploy using existing Azure data explorer which got created previously with FinOps hub
