Steps to reproduce the bug

1. Go to "Settings" Page
2. Scroll down to "App" section
3. There is no "Message Filter" entry

Actual behavior

There is seemingly no way to set message filters from the settings

Expected behavior

As per issue #4391, a "Message Filter" entry should be in the "App" section
