Updates the CHANGELOG.md file to add a changelog entry for a new 2.13.1 version.
- Removes `.travis.yml`
- Adds continuous-integration GHA workflow
- Updates badges in `README.md`
- Removes `CHANGELOG.md`; changelogs will be kept in milestone descriptions and propagated to tag and release notes
