What this PR does / why we need it:

By some accident (slack discussion), the release note doesn't include the introduction of feature EvenPodsSpread.

EvenPodsSpread is a user-demanding feature for releases. It's necessary to add it in the changelog; otherwise, users would think we didn't make it in 1.16.

A similar PR is also raised in kubernetes/sig-release#801.
