I reordered things so that they (hopefully) flow more logically, fixed
some typos, added a .bashrc example for the environment variables,
removed some duplicated content, and made some other minor clarifying
edits.

I reworded this section slightly to specify the directory and point to why it's such a strict requirement (the go tools).
