Moves detection of blocking modal dialog into Database Widget allowing other databases to lock. Only conditions that would cause a lock to block at this point are editing an entry/group with unsaved changes and unsaved database changes. These conditions will be addressed in 2.7.0 with a setting such as "Always save database on lock request".
