Revised file watcher as possible cause for strange behavior in #2895.

While looking for the root cause for the behavior of KeeShare mentioned in the bug ticket, we checked the
BulkFileWatcherand realized that it triggers signals for unchanged files. A new signal depends now on a change of the last modified timestamp of a file.Testing strategy
