The readthedoc pipeline didn't work yesterday because of scipy/docs.scipy.org#80, now that it is fixed it can be restarted.
Changes in the documentation merged in #1490 were waiting for a successfull readthedoc pipeline to update the changes.
Azure pipelines don't support restarting jobs so an empty commit is used instead.
