Makes alterations due to 76572b4
mutex_mis only required within gemhttpclientwhich is a development dependency. Therefore, it shouldn't be listed as jekyll's runtime dependency. (The necessary change has been made upstream via nahi/httpclient@6d804c1 but not released yet.)base64as runtime dependency since that change is actually a minor enhancement instead of an internal fix .
