Autobuild: Fail if artifact1 can't be uploaded #2500

Describe the bug
The artifact1 job release upload is conditional. If the step output isn't filled, no upload happens.
To Reproduce
Expected behavior
Th artifact1 upload should not be conditional. All build jobs have at least one artifact. The job should fail if no file is uploaded.
