This PR restructures how Rust CLI git dependencies are installed in multi-binary repos. Previously, cargo install --git <url> would fail if the git repository contained multiple packages with binaries. The fix introduces a typed CargoCliDependency enum, a retry mechanism that inspects cargo's git checkout cache to resolve the correct package name, and then retries the install with the resolved package name.

Changes:

Replaced the flat format_cargo_cli_dependency function with a structured CargoCliDependency enum (with Crate and Git variants) and FromStr/to_cargo_args methods.
Added install_cli_dependency with a fallback: first tries cargo install without a package name; on "multiple packages with binaries found" errors for git deps, scans cargo's git checkout cache via find_package_name_in_git_checkouts to resolve the package, then retries.
Updated tests to cover parsing, argument formatting, and the git_repo_name helper.
