This adds basic test coverage for denials and lists managers. There is refactoring work in the pipeline, but this should provide decent coverage in the meantime. Fixes istio#199. Former-commit-id: 6ced33b66575438f1cc070f0984cdee9c45cdd41

As per the recent change [1], meshConfig.accessLogFile values has been added for all integration tests. But some of telemetry api tests required this value to be absent.
