Set Initializing Agents Before Load Start Configurable Per Job

Enable Two-Step Job Startjob option that will toggle the two-step process of initializing agents before start load (#294).This is set to
falseby default meaning new projects will create jobs that will run and start load as expected.Please make sure these check boxes are checked before submitting
