Fixes issue #8169: "XML document element count exceeds 500,000".
There was an error in the way metrics were counted, causing overflow in the SOAP API under certain circumstances.
Also fixes a bug that under some very specific circumstances could cause some metrics to be skipped due to the way the metric name table was loaded.
