[v1] Release notes not reflecting recent v1 tags #26773

Describe Development Experience Issue:

Both the v1.12.1 and v1.12.2 Changelog files links to external Changelog file for listing changes in version, but the external changelog file lists "v1.9.9 [2022-12-07]" as the last update. This combined with the fact that the tags listed on github possibly does not provide a full changelog either, and that there is not even created releases for the v1 tags, makes it hard to know what to expect from the newer v1 releases.

Steps to reproduce:

Desired result:

A way to know about the changes new v1 releases contain (outside of cloning the full git repo and sift through the git log manually)

Actual result:

Hard to know what the newer v1 release change compared to previous version
