Adds xet-protocol files through hub-docs rather than xet-core. served out of the
docs/xet-protocolpath.replaces #1952

the upload_pr workflow needs to be merged before there is a preview generated on the hub docs repository (github actions only runs the upload_pr workflow when the workflow is on the default branch reference).
The contents here are the same as in xet-core (before I remove them) there is a preview here: https://huggingface.co/docs/xet-protocol/index
(minus mermaid renders, that will come as soon as this is merged given the merge of huggingface/doc-builder#635)
