Removed app.config from Commands.Sql project. Shortened AzureSqlDatabaseActivationActivityCmdletBase to AzureSqlDatabaseActivationCmdletBase. Re-ordered using statements. Added unit test for the pause/resume cmdlets.
This reverts commit f6f6c07.
