This PR skips llama modeling test becase the huggingface transformers have updated the modeling of llama. Todo: update our modeling to make it compatible with the new version of transformers.

I am going to shutdown our wheel host server: https://download.hidet.org/whl/ I add the scripts used on the server to our source tree `/scripts/nightly-builds/` so that it would be easier to enable the server in the future.

Fix the transformers version to 4.37 to pass the CI (the new version of transformers introduced some breaking change).
Todo: update our modeling to make it compatible with the new version of transformers.
