This fixes the error fetching klayout 0.29.0 which seems to no longer exist in PyPI (hdl/bazel_rules_hdl#394). Also fixes an issue with edu_berkeley_abc (hdl/bazel_rules_hdl#396). PiperOrigin-RevId: 740170159
