Adds a version-file input that resolves the GoReleaser version from a
file. Currently supports the asdf/mise .tool-versions format. When set,
the resolved value takes precedence over the version input.

# .tool-versions
goreleaser 2.13.0

- uses: goreleaser/goreleaser-action@v7
  with:
    version-file: .tool-versions
    args: release --clean

Behavior

Path is resolved relative to workdir unless absolute.
Bare semvers (1.2.3) get an automatic v prefix.
latest and already-prefixed (v1.2.3) versions pass through unchanged.
asdf-style fallback lists (goreleaser 2.13.0 2.12.4) take the first version.
Full-line # comments and inline # ... suffixes are ignored.
Constraint expressions like ~> v2 are not supported in .tool-versions
(use the version input instead) — asdf interprets the second token as
a fallback version.

Errors (clear messages)

Missing file → version-file not found: <path>
No goreleaser entry in file → No goreleaser entry found in <path>
goreleaser line with no version → No version specified for goreleaser in <path>
Unsupported file basename → Unsupported version-file: <path> (only .tool-versions is supported)

Tests

14 new unit tests in __tests__/version.test.ts covering all paths
above; src/version.ts lands at 100% line coverage.

Takes over and replaces #542 (thanks @acouvreur for the original work).
Differences from #542:

Drops unrelated changes (README TOC reformat, removed Verification
section, GPG action version downgrade, Development section regression).
Hardens parser: handles inline comments, asdf fallback lists, missing
versions, and constraint expressions correctly.
Doesn't mangle already-prefixed versions or non-semver values.
Expanded test coverage from 5 → 14 cases.
