google-cloud-access-context-manageris a proto only package that is only used bygoogle-cloud-asset. The last version ofgoogle-cloud-assetthat supports python 2.7 is1.3.0. See the setup.py of version 1.3.0 here. In version1.3.0ofpython-asset, the version ofgoogle-cloud-access-context-managerthat is required has an upper bound of< 0.2.0dev. Assuming that the SemVer minor version ofgoogle-cloud-access-context-managerincreases after this PR, this change should not break users that are still onpython-assetversion1.3.0.
