This pull request updates librarian.yaml to enable the F_open_telemetry_attributes generator feature for numerous Go APIs. It also adds explicit go_apis configurations for libraries like bigquery and alloydb, enables F_dynamic_resource_heuristics for bigquery and bigquery/v2, and includes additional API paths for storage. I have no feedback to provide.

LGTM, but it is a good example of why better config ergonomics probably warrants some investment.
