Currently, the Plan Mode workflow often leads the agent to present the formal approval dialog (via
exit_plan_mode) immediately after drafting a plan. Users have expressed a preference for discussing the proposed strategy and reaching an informal agreement in the chat before being presented with the formal "Yes/No" approval UI.
