In #4883, we switched from the windows-latest runners to the windows-2019 runners because the former didn't work when building ronn. In #4992, even that wasn't enough, and we switched to using ronn-ng.

Now that we've done that, we might investigate switching back to windows-latest and determine if we'd be better off with the ruby/setup-ruby@v1 environment.
