…al state It turned out the annotation plugin cannot draw on the map when the default configuration is not provided. This commit fix and allow annotation to work well without default config.

Description
It turned out the annotation plugin cannot draw on the map when
the default configuration is not provided. This commit fix and allow
annotation to work well without default config.
